WhatsApp broadcast limits count people, not messages.

Two things are commonly got wrong about messaging tiers: the numbers themselves, and what they actually measure. Both matter if you are planning a campaign against a ceiling. This is taken from Meta's own messaging limits documentation.

The five tiers, accurately

Every new WhatsApp number starts at the bottom and climbs. The ladder has five rungs, and the second one is where most published guides go wrong — it is 2,000, not 1,000.

If a capacity plan you have been given assumes a 1,000 tier, it was not written from Meta’s documentation, and it is worth checking what else in it came from the same place.

The thing that changes everything: it counts people

The tier is not a message allowance. It is the number of unique phone numbers you may start a conversation with, measured over a moving 24-hour window. Two consequences follow, and both are commonly missed.

Depth is free

Twenty messages to one customer costs you one against the limit. A long, useful conversation is not penalised at all.

Breadth is what costs

One message each to a thousand people costs you a thousand. Reach is the constrained resource, not volume.

And the second consequence, which is the useful one: replies do not count. The limit applies to conversations your business initiates. When a customer writes to you and you answer inside the open service window, nothing is consumed. A support operation handling thousands of inbound conversations a day can run happily on a low tier, because it almost never starts a conversation.

That is the same design principle that governs what you get billed for: the platform constrains and charges you for interrupting people, and leaves answering them free. Once you see that, both systems stop feeling arbitrary.

Getting off 250 — three doors

The first step up is the only one you apply effort to directly. Meta recognises three scaling paths from 250 to 2,000.

  1. 1. Verify your business with Meta. A documents process rather than a performance test, which makes it the fastest and the most controllable. Do this first. It is the same Business Verification that people confuse with the verified badge — required, free, and unrelated to any tick.
  2. 2. Have your partner complete verification. If you are onboarded through a provider, verification completed on that side can satisfy the requirement. Worth asking whoever set up your number what state it is actually in.
  3. 3. Earn it by sending. Deliver 2,000 messages outside customer service windows, to unique numbers, within a rolling 30-day period, using templates carrying a high quality rating. Slower, and it depends on your sending going well rather than on paperwork.

Above 2,000 it is automatic — but only if you use it

From 2,000 upward you do not apply for anything. Meta scales you automatically when two conditions hold together, and the second one is why accounts get stuck.

Condition 1 · Quality

High-quality messaging maintained across your numbers and templates. A mediocre quality rating stalls scaling regardless of volume.

Condition 2 · Usage

At least half your current limit used within seven days. Sit comfortably inside your tier and you stay there forever.

That second condition catches people out because it is counter-intuitive. Tenure does not promote you. A business that has held a number for three years and never pushed past a quarter of its tier is still on that tier, and will be next year. If you need headroom for a festival campaign, you have to demonstrate demand in the weeks before it, not on the day.

When the criteria are met, Meta documents the increase as landing within six hours. Fast, but not fast enough to rescue a campaign that has already hit a ceiling — by then the sends are failing.

Planning a campaign against the ceiling

  1. 1. Check the tier you are actually on, not the one you assume. It is visible in your WhatsApp Manager, and it is the only number that matters for planning.
  2. 2. Count unique recipients, not sends. A three-message sequence to 5,000 people needs a 10,000 tier for the audience, not for the 15,000 messages.
  3. 3. Split large sends across days if you are near the ceiling. The window is rolling 24 hours, so a campaign spread over three days needs a third of the headroom.
  4. 4. Build headroom weeks early. Verification first, then consistent sending above half your tier, so scaling triggers before you need it.
  5. 5. Protect quality above all. Scaling is gated on it, and a tighter, more relevant list beats a bigger one — the same conclusion the billing arithmetic reaches from the cost side.

One honest limitation of this page: Meta’s messaging limits documentation describes how you move up and says nothing about the mechanics of moving down. Downgrades and restricted states do exist, and are tied to quality, but we are not going to describe a state machine we could not verify from the source. Watch your quality rating in WhatsApp Manager and treat a decline as the early warning it is.

The three limits you meet first

Messaging tiers are one of three ceilings a new WhatsApp operation runs into, and they are frequently confused with each other. The other two are template approval, which decides whether you can start a conversation at all, and business verification, which gates the first tier jump and is not the same thing as a badge.

If your reason for wanting a bigger broadcast tier is that outbound is your only channel, it is worth asking whether that is the constraint worth solving. An inbound operation is cheaper, uncapped in practice, and an agent on your number can carry it without a headcount plan attached.
